What is the difference between the $199 iphone and the 700 iphones I have seen people buy online?

I saw that the iphone is coming out at 199 and higher for higher Gs. The thing is I have seen people on the net paying up to 700 for their phones.

I want to get it as its coming out in July for Rogers canada. Is the phone crap thats why so cheap? What is the reason for the price difference?

    Apple announced that the new price points for the iPhone 3G would be half the price of the previous generation, so the 8GB model is $199 and the 16GB model is $299. Not only are these phones not crap, they are actually better than the previous versions. The reason for the low price point is that you can only get this price if you are signing up on a new activation with a 3-yr term and a voice & data plan (minimum $60/mth). If you were to buy the phone with no term, it would in fact be about $600 - $700.
